Ship's Articles

These are the bylaws which govern the activities of all members of Sea Scout Ship Point Weber. These articles make clear what is expected of each member, and what each member can expect from the program. Each member, and his parent or guardian, must read, understand, and sign a copy of these articles. The signed copy will be returned to the Skipper and kept on file in the ship's office.

1. Purpose:
a. The purpose of these ship's articles is to identify the responsibilities and acceptable conduct of Sea Scouts while members of the Sea Scout Ship POINT WEBER.

2. Application:
a. Youth voluntarily agreeing to conform to these Ship's articles will be entitled to all benefits of membership, including cruises, socials, learning opportunities, personal development, career orientation, awards and other activities beneficial to their development as responsible members in the program offered by Sea Scout Ship 1.

3. Advancement Goals:
a. Apprentice rank achieved within 90 days of signing Ship's Articles.
b. Ordinary and Able ranks within one year after last rank.
c. Quartermaster rank within 2 years after Able rank.

4. Attendance:
a. Sea Scouts are expected to attend all regular Ship's meetings unless previously excused by reason of sickness, academics, conflicting family obligations or parental discipline.
b. Sea Scouts are expected to participate in all planned and organized Ship's activities as described in the Ship's Calendar of Events.

5. Uniform:
a. The full and complete uniform will be worn as designated by the officer in charge of the activity.
b. A Dress Blue meeting will be held periodically to insure minimum standards of appearance are met.

6. Maintenance Work:
a. Each member shall endeavor to contribute a minimum of 12 hours of productive work each month toward the maintenance of the training vessels and associated equipment including the Sea Base and docks.

7. Discipline:
a. Discipline shall be held to a high level consistent with fair play, good manners and respect to others as described in the Sea Scout Manual. Individuals who choose to deviate from these tenants will be put on report and be restricted from cruising and socials until the matter has been resolved.
b. Language. The use of profanity, suggestive or demeaning language is strictly prohibited. Bickering and taunting is discouraged as it sometimes leads to irrational action or hard feelings.
c. Following orders. all youth members are expected to promptly and willingly follow all orders given by Petty Officers and Officers given in relation to their assigned responsibilities unless following this order will jeopardize the safety of the individual or others.
d. Courtesy to Officers. All officers will be addressed as "Sir". Salutes will be rendered and returned as appropriate to the occaision.

8. Controlled Substances and Firearms:
a. The use of tobacco is strongly discouraged. Youth under age 18 will not be permitted to smoke or chew tobacco while on the Sea Base premises or onboard any training vessel.
b. Alcohol and all recreational drugs are ZERO TOLERANCE items. Individuals found with any of these in his possession or dispensing same to shipmates or exhibiting the behavior or effects of such drugs will be isolated from the group, parents summoned and, if proven guilty, dismissed from the ship with prejudice.
c. No firearms will be permitted on the Sea Base or onboard a Sea Scout vessel. Firearms are a ZERO TOLERANCE item and, if found in the possession of a Sea Scout, will be confiscated and reported to the cognizant law enforcement agency.

9. Quarterdeck:
a. The governing body of the ship is the Quarterdeck. The Quarterdeck consists of the Skipper, specified officers designated by the Skipper, the sponsor's representative if he so desires, the Boatswain, Boatswain's Mate, all Crew Leaders, and the Yeoman/Purser. The Quarterdeck meeting is chaired by the Boatswain. A Quorum is present when the Skipper (or his designee), one additional officer, the Boatswain (or his designee), and two additional youth members are present. A simple majority is necessary to pass any motion. The Skipper (or his designee) must approve all action by the Quarterdeck.
b. Any member of the ship may further appeal to the Quarterdeck for redress of any action affecting him.
c. Any member of the ship may further appeal to the Ship's Committee providing he has first appealed through the Quarterdeck.
